Bret Hart Heel Turn 1990

I hope all is well.
In an alternate universe post WM VI WWF would Bret Hart getting Curt Hennig's I-C Title reign, with Bobby Heenan as his manager, have been effective?  Potentially also have Hennig and Rude form the tag team of the Heenan Family?  Hart + Brain = Gold.  Perfectly Ravishing.  
The roster would have been better balanced.  Earthquake vs. The Ultimate Warrior as well as random Heenan Family Member vs. The Ultimate Warrior could have been run on top.
Kinda inventing a solution to a problem that didn’t exist, I think.
