Women’s wrestling in AEW – chicken or the egg?

Good morning, Scott –
There's been a lot of talk around the AEW women's division – more specifically how poorly it's booked or treated as an afterthought.
It's pretty fair to argue that the women are usually given minimal TV time (either for matches or promos) – and often in a death slot (right before or after a banger match or main event).
That said – I think it's also fair to say that the in-ring work for the women has been…..okay? At best? There are absolutely some exceptions to consider, but overall it's been pedestrian….and maybe even outright bad. The character development has been lackluster as well.
So – is this a chicken and the egg scenario? If they had more time, would the matches get better and the characters get more intriguing? Or is it because the matches are sub-par and the characters are either not connecting or not interesting enough to care that they aren't put on national TV and kill their time slot?
