Surprisingly Poor Chemistry

Reading through the Starrcade recaps, the 1989 show reminded me how surprisingly little chemistry Sting and Luger had together considering they were best friends and, contrary to popular belief based on their latter days effort, were at worst decent workers, and could keep up with the more skilled guys. What other combination of guys on paper should've had great matches but kept under-delivering on expectations?
And for fun, the opposite: two guys who had unreal chemistry and stunk up the place more often than not. I nominate Davey Boy and the Warlord. Yeah, Davey Boy was OK at this point, but no one can show me a good Warlord match unless it was with Davey.
Undertaker and Rock are a pairing that should have had bangers together in their prime, but never really got past “OK”. Also Austin and Undertaker had a million matches that were like three stars each. Flair and Dusty drew together but just never were able do anything great as a match.
