Booking Bret in WCW without Montreal

Did Montreal change WCW's creative plans for how Bret was gonna debut? If Bret does the job at SS, do you think WCW could have booked him right back at the top? When Bischoff announced on Nitro on 11/10 that Bret had signed, was that the plan all along even

WCW didn't even have plans for their own TV shows on the day they aired at the best of times. I'm 99% sure there was no plan for Bret other than “put him on TV when he's available and come up with a storyline later.”
