Most Over But Worst Matches

After reading your thoughts on New angel Outlaws in your SS97 rant, had me thinking if they were the most over champions with the least amount of matches I'd care to watch. For me they sit alongside Hollywood Hogan as regularly memorable and heated segments
with almost zero bouts I'd like to revisit.
They’re way up there. 99 Bossman was really entertaining but the matches were horrible too.
