Tony Khans Ex WWE/NXT Talent Obsession

So I get the hiring of a Adam Cole or a Kyle O'Reilly by why is Tony bothering hiring a guy like Cole Karter or Anthony Henry? It makes me think Khans hiring these lower card guys just to stick it to WWE. He even booked Leon Ruff!
Yeah the Cole Karter one is particularly mystifying. I don't see the upside of grabbing a guy who was just fired for substance issues.
