Who Was The Bigger Star?

Seeing as he is back in the news lately, who was the bigger star: Jeff Jarrett or his former roadie, The Road Dogg Jesse James?
Legitimately tough call. I'm gonna go with Road Dogg because while no one ever tried to push him as World champion of a major promotion, he also didn't tank any major promotions while World champion. Also he had a better catchphrase.
