Cody Rhodes & The Rock = Daniel Bryan & Batista 2.0?

So we know WWE is hell-bent on Rock vs. Roman for WrestleMania in LA. Rock seems receptive, but there's a ton of outlying issues, blah, blah, blah…
But let's pretend like Rock is a go for the sake of argument.
With Cody Rhodes probably returning as the biggest babyface who ever babyfaced, is WWE setting themselves up for another hijacking, ala WM30 with Batista and Bryan?
Yes, Rock is waaayyyy more beloved than pre-“Guardians” Batista will ever be, but it'll be hard to stop the runaway freight train that will be Cody coming back to (probably) win the Rumble.
Do you think this may happen? What's your solution?
Personally I'd do Rock vs. Roman for the Universal title, and heel Brock vs. Cody for the WWE title. But that's me.
He hasn’t even had the surgery yet, let’s not already plan on hijacking Wrestlemania. But he could certainly win the Rumble and challenge for one night of WM. Keep in mind that Rumble winners don’t have a great track record at WM though.
