Luger was WWF champion?

I read on another rasslin' site that I frequent that Lex Luger defended the WWF Title on house shows for nearly a month (despite never actually winning it). This was the first time I'd ever read this & since I know Lex Luger is your favorite BOD topic, I figured I'd ask if this was true.
The only time he ever touched the belt was that TV taping.
