The Undertaker-Underfaker storyline probably sounded better on paper than it was executed, but do you think that the WWF could have done more to build up Underfaker or should they have gone with a totally different return all together? Since they were

It wasn't necessarily a bad idea to have a fake Undertaker, the problem is that they treated it as though the fake Undertaker actually was real and no one could tell the difference. If they had just presented it as “Ted Dibiase obviously hired some faker” who looked kind of like Undertaker but wrestled a brutal and violent style, they could have then had the real deal come back and destroy him and that would have been fine. But instead it was hocus-pocus nonsense where we were supposed to believe they were like, alternate universe versions of the same person as if one of them had been plucked from another reality by Dibiase like Rick Sanchez. That's why it was so stupid.
