To be fair, Fritz wasn't really in charge of booking as such, it was mostly talent like Gary Hart. I think you have to go with Verne overall, though, for taking a national promotion into the toilet in record time, even accounting for Vince stealing all his talent. He was just never able to adjust or hire people who knew how to adjust.
