Watts hiring his old comrades in 92

From MVC, Hercules/Sucking Socked Invader, Butch Reed (all gone in September again) to Jake The Snake, JYD (returned in March to WCW) and Barbarian, plus his own charisma-vacuum-personified son of course, how could Watts just hire all these old companions (older, slower, more injury-prone…) like that? Did no one else from Turner check these new signings? Could he rely on these guys more than let's say on Brian Pillman, the Steiners or Scotty Flamingo? How can Watts say he was hindered by higher-ups at Turner while hiring so many over-the-hill guys seemingly at will?
Gordy and Williams were hired by Kip Frey and Jim Herd well before Watts got there. Jake was hired by Herd but just wasn't on TV until Watts got there, and in fact Watts tore up his contract and forced him to sign for a ridiculously low amount of money because he absolutely didn't want him there. Barbarian was also hired before Watts got there. Hercules probably worked for jobber money, who gives a shit there. In fact Watts' entire modus operandi was cutting contracts and firing people left and right. He tried to get rid of RICK RUDE because he was too expensive! There's lots of stuff to criticise Watts for, but hiring his friends isn't one of them.
