Horsemen after Flair’s return in 1998

Hard to remember anything, but how could WCW botch the Horsemen return in the fall of 1998 so badly? They (Benoit, Malenko, Mongo) barely did anything until their ill-fated heel turn in the spring, Mongo just disappeared, Flair/Bischoff feud got worse each week it seemed. Who sabotaged this, brother?
That thing was dead in the water as soon as they pivoted Flair’s dramatic return to Crazy Old Man Ric and then couldn’t figure out what to do with the Bischoff feud.
