Steamboat as IC Champ

Before he got his IC Title run cut short for asking for time off, what were the plans for Steamboat as champ? Would he have held it to WM IV? Were there any discussions for him to win the belt back when he came back in Summer of 87?
I think the aspect of cutting his run short is really overblown actually. He wasn’t setting the world on fire as champion and it seemed inevitable that someone like Butch Reed or Randy Savage would get the belt by the summer anyway.
