Worst main event that was great on paper

Is Jake the Snake vs Sting at Halloween Havoc the worst main event that on paper should have been great? Given their feud that started with Jakes debut and the Spin the Wheel Make the Deal concept, it should have been a classic, but it was a disaster.
Did WCW have any plans for Jake beyond Havoc? Do you think Jake could have succeeded under the 93 booking after Watts was ousted?
No, because he was wrecked by injuries and the drugs he was doing to deal with them.
