Worst signing ever?

With WWE releasing Cain Velasquez, is he now the worst signing ever by WWE? You sign a guy who was injured and needed surgery just to keep him away from AEW, sign him to a big contract for a big match with Brock that no one really asked for and Brock beats
him in 2 minutes. Money well spent Vince.
I know, and poor Vince has to cut all those other wrestlers just to get by now.
