Lame Payoff/No Payoff To An Angle?

Do you prefer a lame payoff to a storyline in wrestling,(See Rowan's reveal to what was in his covered cage he was carrying around for months on this past week's Raw), to no payoff/dropping the story? Personally, I prefer a payoff even if it is lame, as opposed to an angle or storyline that was just dropped without explanation.
It's definitely best to have SOME kind of payoff, because otherwise you're just leaving your audience in suspense. Reminds me of a story of the time I bumped into Dino Bravo in a bar in Quebec, and
