Hogan/Luger WCW Title

Another Lex Luger question for you.(Drink.) Was Luger one of Hulk Hogan's buddies in WCW? Otherwise, I'm trying to understand how the hell they got Hogan to agree to drop the WCW Championship to Luger in August 1997,(even if Hogan did get it back a short time later), considering they were building up to the big money match with Sting at Starrcade? I would've thought Hogan and Eric Bischoff would've wanted Hogan to hold on to the belt for as long as possible at that point.
They wanted to pop a buy rate for Road Wild and Hogan gets a piece of the PPV revenue, so it was in his best interest to do as big of a number as possible.
