Worst “Surprise” In Wrestling?

What would you say was the worst "surprise" that was built up in pro wrestling? Since the Gobbeldy Gooker was before my time, the worst one I have witnessed was when they trotted Vince McMahon out on Raw in 2005 to announce that he had signed someone that would "revolutionize the business", or some hyperbole along those lines. It turned out to just be Matt Hardy, who had actually returned a few weeks prior to feud with Edge and Lita but didn't "officially" sign with the WWE going by the storyline. Had they done this weeks before it actually would've been a decent surprise instead of a "Oh. We already knew he was back" reaction that it got.

I know it was before your time, but there's a reason why either Gobbledygooker or Shockmaster are considered the gold standards for building up a surprise and then horribly disappointing the audience. I also have a soft spot for Savio Vega being the big surprise replacement for Shawn Michaels at No Way Out 98, although the match was still great. 98 year old Jimmy Snuka as a surprise partner at Survivor Series 96 ranks up there too.
