Sgt. Slaughter’s push in 1990

When Sgt. Slaughter returned in 1990 he was initially in a midcard program with Nikolai Volkoff. They didn't start playing up the Iraqi sympathizer bit until later in the year at which time they heated him up and transitioned him to Duggan and then finally Warrior. What were the plans for him had US not gotten involved in Kuwait? Was he always destined for a big push and the Iraqi connection just coincidental? If not Slaughter, who would have Warrior been programmed with going into the Rumble and Mania?
Yeah, Slaughter was always getting the big anti-American push and the Iraqi thing was just a happy coincidence. He debuted on TV as the asshole drill instructor character well before shit went down in Kuwait, for example. Vince's long term plan had been for Warrior-Hogan II to headline Wrestlemania and that was considered to be the plan fairly far into 1990 but once Slaughter started getting somewhat heated up in the fall as the "USA is not OK" heel, it was like catnip to Vince and it was pretty obvious where things were going to end up. By Survivor Series, Warrior was stuck in the midcard program with Demolition and LOD, and Vince had clearly given up on him, and Hogan was clearly the top guy again.
