Vince Funding ECW

So it's common knowledge now that Heyman was on Vince's payroll during certain points in ECW. My question is, what was the endgame with that? Clearly ECW was never gonna beat WWE that way. Were Vince and Heyman just ok with ECW being number 2?

Vince was smart enough to know that if ECW was around, he had a source of talent.
