Original 1995 K.O.T.R. Plans?

Was it true that Shawn Michaels was originally supposed to have won the 1995 King Of The Ring, but that was scrapped when Vince Russo,(who was writing for the WWF Magazine at the time under "Vic Venom"), picked Michaels to win the tournament, so Vince McMahon switched it to Mabel since he didn't want the surprise to be ruined? This was at a time especially when all announcers/writers/etc. were always to be 100% wrong everytime they made predictions. If so, that would explain why that PPV was the drizzling shits.
No, they wanted Mabel because Diesel needed a big challenger to face at Summerslam.
