1995 Heels v Faces

Why did WWF and WCW have such a strange heel/face divide in 1995? WWF had Bret, Diesel, Razor, Taker and HBK as their top wrestlers that year an they were all faces. Could they not have turned a couple of them so Diesel
could have a few decent feuds to establish themselves? When Sid is the top heel and he goes away during softball season then there are some problems.
As for WCW, they had Hogan, Savage, Sting, Vader and Flair as faces for a small period against, The Dungeon of Doom! The spread got much better when Luger and Flair turned and The Giant got elevated but all the Dungeon
members apart from Luger and Giant sucked.
Was this why 1995 was so bad?
Oh, many reasons, but yeah, the babyface situation in the WWF was a huge one. They really should have turned Razor Ramon at the very least.
