Roma/McMichael-4 Horsemen

Regarding putting Paul Roma and Steve McMichael with the 4 Horsemen at different points in the 1990's; I'm assuming it was a WCW idea to get them over by association, and not a Ric Flair one? Or did Flair see potential in 1 or both?
Roma was WCW's idea. Mongo was because Flair liked to party with him.
