WWF heel champions

Hey Scott,
From 1978 to 1992, no heel was WWF champion for any longer than a nominal transitional period (eg Koloff, Sheik). Purely from a business standpoint, is there any heel over that period who you think would have drawn big money as a long-term champion?
Yes, Superstar Billy Graham, and in fact he WAS drawing big money as champion but Vince Sr. had already decided before he even won the belt that he was just transitioning it to Backlund. It's kind of crazy because Graham put up these giant numbers in the Northeast and it meant nothing.
