Lex Luger in 1995

Lex Luger question for you.(Drink) If Luger didn't end up leaving for WCW in late 1995, what were the plans for him? If you will recall Luger's tag team partner in the Allied Powers, The British Bulldog, turned heel on Diesel right before SummerSlam. Diesel attacked Luger despite Luger coming to his aid in the WWF Championship Match against Mabel at S.S. I assume that was leading to a "Can Diesel trust Luger?" storyline if he had stayed?
It's hard to say for sure because the switch to and from Bill Watts as booker came around that time, but that seemed to be where they were going, yeah.
