Bob Backlund Question

Hey Scott, hope all is well. When Bob Backlund won the title in 94 from Bret Hart, was this an apology run from Vince for how he treated Bob after his title loss to the Iron Shiek? Also, I could have also seen Funk and Backlund doing the crazy old men tag team gimmick in WWF in 97.
Why would he need to apologize for taking the title off him after six years to move to the hottest act in wrestling history?
