Why PPV Buys May Matter Most

There's been a lot of discussion regarding PPV buys in 2019 and how much emphasis should be put on them. I would argue it's the perfect gauge of interest and satisfaction in the product.
From my review of the numbers, it appears that on average, the WWE Network has between 1.5 and 2 million subscribers at any given time. The number usually goes up around WM time and then back down shortly thereafter. RAW is still doing over 2 million viewers a week (for now). So let's just say there are routinely 500K people who watch RAW weekly that do not subscribe to the Network.
That's a large chunk of folks with which you can sell your traditional PPV. Now, some may subscribe in months when they're interested in a PPV instead of paying $60 but I would imagine most of that gap is filled with people who don't have the access or know-how to set up a network feed/subscription.
PPV seems like it would be a good indicator, month to month, of how the audience is taking to the weekly product, even this far into the Network era.
