Benoit’s World Title Run

Was Chris Benoit given a run with the World Title in 2004 due to placate the fans? I was just going back on some stuff from that time frame, and there were a lot of Raw's where you almost forgot he was champion in the way he was booked.
They wanted someone that HHH could have great matches with for a few months and then Orton could beat without hurting a real top guy. Anything past that would have been gravy.
