nWo Wolfpac and Black and White factions

Speaking of the nWo, I was always curious why they split the group up into 2 factions in 1998 with the Wolfpac and the Black and White? Was there any long term endgame here, or was it just another case of WCW being WCW?

Double the groups, double the merchandise. The white shirts stopped selling for a while so they switched to the red and got more money out of the concept and that's about it. They were just terrified to ever let go of the nWo gimmick.
