Best Year Ever?

So at the Takeover specials this year, Johnny Wrestling has a 6 star match, two 5 star matches, a 4 3/4, and a 4 1/2, for a freaking ridonkulous average of just over 5 stars.
Is this the best year ever for a WWE wrestler in terms of in-ring performance? For any American wrestler ever?
Secondly – who lays out these matches? Do the wrestlers do it themselves, or is one of the agents laying out the matches for them?
He's having a hell of a year, and so is Ciampa for that matter,and Ricochet. NXT is astonishingly great for delivering in-ring promise this year. We're always predicting Takeovers to be great and then Hunter is like "Hold my beer!" and delivers something even better.
As for the matches, I'm not sure who's agenting NXT, but they're definitely not calling it in the ring or anything. I know they get a lot more latitude than you would on the strictly-segmented RAW, which has to fit into the tightest 180 minutes on TV. Cough.
