The shit on Stevie Ray’s shoulderblades

Watching 1999 WCW (not entirely sure why) and I can't help but comment on an oddly fascinating detail: what the hell is with Stevie Ray's shoulderblades?
It's like some weird raised bumps that look like schmutz of some kind. You can see it really well during the street fight with Vincent. I've never seen anything like it. And of course, the Usual Gang Of Idiots never comment on it. If I was Bobby, I would have said something, for sure.
It's just weird. What the hell is that shit?

I think it was scar tissue from the various real life street fights they were involved in as teenagers. Probably never healed properly.
