No women on WWE’s Saudi Arabia card

I certainly haven't been following this, but saw some chatter today about how WWE can't/won't have women on the Saudi Arabia card for its big Rumble show: http://www.diva-dirt. com/144831/no-womens-matches- scheduled-for-wwes-huge-saudi- arabia-show/
What's the deal with WWE right now? In this political climate, why can't they figure out how to promote the women? They've been putting Big Steph out front for years about some "revolution" yet every time rubber hits the road, it really doesn't seem like they care about women.
I understand their audience is largely (certainly not all) the type of male who doesn't care about this stuff but geez, as a PR guy, this is just PR fail after PR fail with WWE & women.
But dude, they're having a BATTLE ROYAL at Wrestlemania! That's never been done before! Girls will be empowered by it and do their eye makeup like Ronda Rousey now.
Also, the women's revolution is eclipsed by the large sums of money that the oil barons are paying for the Saudi shows, so I guess why quibble about minor points of contention like an entire gender not being allowed to work a show?
