What was the story behind Diesel's heel turn in 1995 after he lost at Survivor Series? Was that something they came up with at the last minute or had in their mind the whole time he was WWF Champion? Did they have bigger
plans for him before he gave notice to leave for WCW?

It definitely wasn't planned the whole time he was champion. He was supposed to be the next Hulk Hogan and Vince was in that mindset at late as Summerslam 95. The heel turn was pretty much decided on after the disaster that was the Bulldog match at In Your House. I wouldn't say they had bigger plans for him before he left, as the company was clearly moving towards Shawn as champion and Nash was getting phased down.
