Missing the boat

Despite literal years of story that should've set up Naito's crowning win, NJPW stuck with Okada and his already record breaking reign. Ironically in the Observer recaps were up to Misawa and Kawada's epic from 6/94 where Kawada should've gone over and didn't. What is in your opinion, the biggest case of a promotion not pulling the trigger at the proper time? The obvious one is AWA not giving Hogan the title in 83… any others that come to mind?
Well again, Verne COULDN'T give Hogan the title in 83, because Hulk would've immediately jumped to the WWF with the belt and left everyone looking stupid.
Lex Luger at Summerslam 93 was the one that is always the best answer, I think.
