Worst Heel Turn Of The Last 20 Years?

Who would you say had the worst heel turn in the last 20 years? I think it was a tie between Sting in 1999 and Goldberg in 2000. Were there any worse than those 2? Eugene's was pretty bad in 2006, but unlike the aforementioned he was never top tier.
​Sting's was TERRIBLE. No one bought it. Goldberg was also bad, but the company was so much into the toilet by then that it didn't really matter much. But yeah, I really can't think of one built up worse or executed worse than Sting off the top of my head. ​
