Did Cena as the top guy “work”

I was listening to Kevin Eck on the Wade Keller podcast last week, and when they were discussing the crowd reaction to Roman, he said a few times that the crowd had bood Cena for the past 15 years with him on top…and it had worked then, so why not now.

My question is, did it really "work"? I know that ratings are a reflection of a number of factors, but it can't be denied that ratings have dropped pretty much year-over-year with Cena as the top guy. PPV was in the gutter until the Network saved them the embarrassment, and you could argue that wrestling hasn't been less "cool" in 20+ years.

So did it really work with Cena as the face of the company?
