Raw turning into Nitro in 2001

From what I understand the plan during the WCW Invasion in 2001 was going to be to turn Raw into "WCW Nitro", and Smackdown would be WWE's primary show. However, did TNN put up any resistance to that idea seeing as the WWE was basically giving their 2 hour slot to a new product?
Yes, shockingly Viacom did not want to rebrand their #1 property to one that came from their rival cable network and was recently cancelled.
