Mauro Ranallo on Smackdown

I read somewhere that Vince apparently wasn’t high on Mauro Ranallo’s announcing when he was on Smackdown, as evidenced by the fact that Tom Phillips was brought on months before the whole thing with JBL. Any truth to that?
