PPV on broadcast tv

Just saw the question on the promotion of WM 3. My question is why wouldn’t NBC try to convince Vince to air WM and other various events on their network. Same goes for USA (they did air the first Royal Rumble). You would think both networks would be eager to air these things to get on the Hogan bandwagon, especially after the success of the first and third WM. Heck, you could say the same thing today about these things not being on the USA network.
Because:
A) Wrestling has always made shit for ad revenue and the networks would have to pay a premium to the PPV companies for the rights, and
B) The PPV companies wouldn’t want their product diluted by airing on free TV unless it was LONG after the initial airdate.
If the question is "Why didn’t NBC convince the WWF to air it on TV instead of PPV?" the answer is that Vince would make approximately $15 million more from PPV than he would from airing it on free TV. They already had SNME for Hogan’s matches, anyway.
