Is Roman broken?

A popular wrestling writer I usually disagree with said that they shouldn’t turn Roman heel because the fans would instantly cheer him… but I think it’s the opposite. I think the vocal majority are just sick to death of him in general. A heel turn might draw instant heel heat, especially against grandpa Taker, bug after Mania, a heel Roman against who Sami Zayn or Jericho or Brock or Goldberg? If they actually turn him do you think the crowd:
A) cheers the heel turn this rendering it pointless
B) boos him and he earns legit heat
C) doesn’t give a shit either way

​A heel turn would freshen him up, but the root problem is that WWE really wants him to be the top guy, and the fanbase just doesn’t see him that way. But it doesn’t matter, because we’re likely getting Reigns over Undertaker and then him beating Brock Lesnar to win his fourth World title because this time it’ll really, really, really, really work. ​
