part timers solution/question

hi long time fan :-), i was just thinking why doesnt the wwe solve the problem of part timers getting in the way of creating stars by actually creating a league for them, a legends league of sorts with its own title or whatnot, then guys like goldberg or triple hhh could be used as much as they like while actually having a purpose and not intruding on up and comers
