A better use of part timers?

It occurred to me while watching Royal Rumble with some friends that people actually REALLY want surprise entrants/part timers to show up and compete at that event. At the same time, many of those same people resent part timers showing up and getting main event matches at WrestleMania.
In this post-PPV era, do you think WWE would ever consider shifting their part timers focus to a show like Royal Rumble, where semi big names from the past could appear, get a huge pop, and compete in a limited capacity where they won’t significantly impact the direction of the company?
And then a show like WrestleMania, which for about 25 years DID focus almost exclusively on the full time talent, can give the proper attention to the wrestlers competing on a weekly basis?
No, because the draw of the Royal Rumble show is the Rumble match itself, whereas the draw of Wrestlemania is frequently guys who are part-timers. Undertaker v. Shane sold 30,000 tickets alone last year, for instance. It’s just the nature of the business, unfortunately.
