Joe vs. Rollins a no-win situation?

So, Samoa Joe debuted on Raw as Triple H’s flunky, to act as a shield between him and Rollins. Now, Joe will likely be facing Rollins at Roadblock (or whatever the Raw pre-Wrestlemania ppv/special is called) as an intermediary for Triple H. I saw a lot of fans rejoicing, because the match will be good, because both guys are good at sports entertaining.
But how do you book this so it doesn’t do damage to Joe in his debut? Joe is basically filling the role Kane would have filled in CM Punk’s scrapped Wrestlemania 30 match against Triple H. Punk was going to beat Kane to get closer to facing Triple H. Kane was the mini-boss that led to super boss Hunter.
So, Joe can’t win, right? Because then Rollins loses the very little steam he has in his pursuit of HHH. But every successful booking of the Joe character (ROH, TNA, less-so NXT) has built him up as an unstoppable monster, not just another interchangeable guy that can put on a good wrestling match in a PPV spot.
I don’t see how this can be booked in a way that doesn’t do critical damage to one of the two.
Yup. With this and Reigns v. Strowman at Fastlane, it’s a very confusing and counterproductive show to book. I don’t know why Joe even needs to be on RAW when Cena is literally going to have face Corbin at Wrestlemania due to lack of opponents. The whole brand split is a mess.
