Luger in 89

Jim Herd definitely wanted to pull the trigger on Luger in 89 and I think that would have been a great time for it…but there weren’t any strong heels for him to draw with, besides Flair.  But I think Herd pushing for Sting and Luger was the right instinct.  Flair trying to book and be World champion at the same time just burned him out.
