Jerry Lynn: Hall of Famer?

Hi, Scott. Excluding the "he’s better than Koko B. Ware" argument, do you think Jerry Lynn belongs in a pro wrestling hall of fame, whether WWE/TNA or the Observer?
When discussing Gail Kim being announced as the next inductee to the TNA Hall of Fame on Impact this week, Jason Powell said that he was thinking and hoping it would be Jerry Lynn. Wade Keller has similarly greatly (and excessively?) praised Lynn as being a significant/influential wrestler.
I’ve know Lynn was a good wrestler but don’t recall him being positioned as a big star, even in something like the Cruiserweight or X-Division; he’s also not listed on the Wikipedia entry on the Observer Hall of Fame members. Is the hype from Powell and Keller some sort of Minnesota bias, or is it deserved?
Like, "what did he do to warrant inclusion?" would be my first question. Did he draw money? Not in ECW in the times when he was on top. Headline and carry a company for any period of time? Nope. Was he a significantly better worker than someone on the border like Dick Murdoch? He was good in spurts, but I’ve seen plenty of mediocre or bad Lynn matches, too. He got his shot in both WWE and WCW and wasn’t a big star in either one. I just don’t see the argument here. He was a guy who had solid career and one ECW World title reign that was basically a belated thanks for the RVD series. That’s not a Hall of Fame case to me.
