Why didn’t the Bushwhackers get a true main event push?

In thinking of classic 80s-90s WWF tag teams, I was wondering why they didn’t get a main even push and a championship run. I realize a lot of their act was comic relief – unlike their former personas as ultra-violent tough guys – but they were really over with the crowd and seemed to do a lot of merchandise.

Thoughts?

​Yeah, but if they sold a lot of merchandise and were really over with the crowd in the role that they were in, why would they need to be pushed as a main event team or given a championship run? Sometimes you just need comic relief teams.​
