Savage 90/91 question

I was watching the 1991 Rumble last night (the one where Savage kayfabe no-showed his entry), and I realized something. Savage worked a *very* short match with Rhodes at SummerSlam, didn’t work at Survivor Series (simply cut a promo), and his lone Rumble involvement was costing Warrior the belt. He was supposed to retire ‘for good’ after WrestleMania, per his intentions.

Discounting that he went balls-out with Warrior at Mania (the last hurrah, in his eyes), was there some type of injury hampering Savage at any point there? Or was he just based ‘phased out’ with an impending retirement? Seems weird that he’d work all of three minutes across three straight major PPVs without there being a reason.

​I’m pretty sure he was working with some sort of injury at Summerslam 90, but he pretty much did non-stop house matches with Warrior for the rest of the year so it was probably just phasing him out. It is kind of curious that he wasn’t even entered into the Royal Rumble, wasn’t it?​
