Jobbers

I know some guys like Foley or Shane Douglas were hired on an as needed basis, but the guys who showed up consistently on TV, like Iron Mike Sharpe, The Duke of Dorchester, Barry Horowitz, Lanny Poffo (pre-Genius), Steve Lombardi (pre-Brawler)- were those guys under some sort of contract with WWF or is it just that they happened to run shows in the same areas all the time and those guys were available and reliable?

That’s exactly what Dougie would say.
And yes, most TV jobbers worked a $500 per taping deal, but midcard jobbers like the ones you listed sometimes had downsides to keep them from jumping around. Everyone else could take Indy dates and make money elsewhere. Lombardi and Poffo made very comfortable money for years, as I understand it.
