Original plans for WMXV main event?

There are lots of stories about changing plans for WMXV. The original one, from Foley’s first book, is that it was going to be a triple threat with Rock/Austin/Mankind but that HBK lobbied for just the 1 vs. 1 main event. Then, on a Kevin Kelly shoot, Kelly says that Austin lobbied HBK to lobby for just the regular 1 vs. 1. Allegedly, Foley’s wife was in tears when she found out as she was expecting the big ‘mania payday. Now I have recently heard that the original WM event didn’t feature Austin at all (sounds BS…) but that HBK lobbied to include him. What’s your gut/belief based on Meltzer’s reporting about who really fucked who over?
The one I’ve always heard is Rock/Austin/Foley and then Mick gets fucked over and put into the referee role instead, which then leads to him getting the WM2000 slot to make it up to him. I don’t know what universe would feature a Wrestlemania XV main event without AUSTIN involved, unless it was supposed to be something wacky like the Austin/Vince blowoff.
